Welcome to the Community Action Network (CAN)

CAN, which stands for the Community Action Network, is an initiative led by the Organisation Undoing Tax Abuse (OUTA) in South Africa. The purpose of CAN is to empower communities across the country to meaningfully participate in the affairs of their municipalities in order to ensure good service delivery. 

CAN strives to unite local communities, fostering organisation, advancing co-governance and facilitating coordinated efforts to drive positive change within their respective municipalities.

CAN is dedicated to build a network of like-minded communities and equipping them with the necessary tools to do their work effectively.

By working together, we can make a positive impact not only in our own communities but also beyond them.

Community Action Network in a Nutshell

What CAN Offers to Communities:

  1. Online Forum: CAN has launched an online forum where communities can engage in discussions and ask questions related to local government issues. This forum is open to anyone willing to constructively participate. Register and join here.
  2. Resourceful Website: The CAN website provides various resources updated monthly, covering topics such as how to dispute bills with municipalities and understanding municipal budgets.
  3. Monthly Newsletter: Interested individuals can subscribe to CAN’s monthly newsletter for updates and the latest information.
  4. Campaigns: In 2024, CAN pledges to assist communities to participate in the property valuations process called the General Valuation Roll 2024. This will support organised communities to assist affected members in their community (potentially their members) to be better equipped to exercise their rights to ensure a fair property rates increase in July 2024.   5. Fundraising Assistance: CAN offers help to qualifying community associations looking to improve their fundraising mechanisms. They provide strategies developed by OUTA’s expertise in fundraising.

Organisation Undoing Tax Abuse (OUTA) is a registered non-profit civil action organisation funded by the South African public.

OUTA focuses on tackling corruption and the misappropriation of public funds. The Community Action Network (CAN) is an independent division of OUTA funded separately, and with its own management team.
