Submission of UIP Application to a municipality
Goal: Submit all required documentation to the governing municipality’s Special Rating Area (SRA) Unit, ensuring the UIP proposal meets all legal and procedural requirements. The Steering Committee will also engage proactively with municipal officials to facilitate a smooth review process and address any necessary amendments.
Week 1: Submit the application to the municipality’s Special Rating Area Unit
By October, the Steering Committee should formally submit the UIP application to the municipality’s Special Rating Area (SRA) Unit. This submission will include:
- Final UIP business plan – Outlining the vision, services, budget, and governance framework.
- Proof of community consultations – Attendance records, meeting minutes, and evidence of public participation.
- Signed consent forms from property owners – Confirming that the required majority supports the UIP.
- Financial and legal compliance documents – Demonstrating adherence to the Municipal Property Rates Act and eThekwini’s Special Rating Area Policy.
To ensure early acceptance and avoid last-minute issues, the Steering Committee will:
- Schedule a meeting with municipal officials to discuss the submission and verify completeness before formal lodging.
- Submit both printed and digital copies of the application, making it easily accessible for municipal review.
- Keep an official record of the submission date and receipt confirmation from the municipality.
Week 2-4: Engage with municipal officials to address any queries or amendments required
Following submission, the application will go through the municipal review process, during which officials may raise queries or request additional information. The Steering Committee will remain actively engaged by:
- Assigning a liaison representative to communicate with municipal officials and respond to inquiries promptly.
- Providing clarifications and supporting documents as needed, ensuring that any concerns are addressed swiftly.
- Attending follow-up meetings with municipal representatives to discuss potential refinements to the proposal.
- Making amendments if necessary to align the application with municipal expectations while maintaining the UIP’s core objectives.
By the end of October, the Steering Committee aims to have a fully compliant, municipality-reviewed application ready for final council approval, keeping the UIP on track for implementation in the next financial year.
